I'd pick one account ID, and if any switch is missing follow the instructions to factory reset it and rejoin the belkin app. You might have accidentally used different account ids in the wemo app which would explain them connecting but becoming lost. If a wemos has been joined to homekit you need to forget it in homekit AND reset the pairing in the wemo app first (or both the wemo app and the wemo itself will refuse to join homekit).

If you do it the other way you need to scan and/or enter the code for them to join using the homekit app.
I'd focus first on the wemo app because I've found it easiest to add them to homekit from the belkin app. If the concern is that you'd like them visible in both apps you need to sort them separately. The wemo API is through the belkin cloud, the homekit API is local. Not sure exactly what you mean by "repaired" if it's not working in the wemo app, but it doesn't matter much as they're separate APIs and separate ways of working with switches. This way you don't need to go through their cloud or risk changing a working cloud configuration. Use the app to tell each wemo to clear it's wifi settings, then change them to the new SSID. To change AP/SSIDs, set up the new SSID first before taking down the old. I would advise avoiding factory resetting the wemos for any reason other than they're not connected to your wifi or they're connected to the wrong cloud account - the poor wemo cloud architecture makes it too risky. Try turning off any speed, protection, qos or other optimizations on the 2.4GHz band as routers often mess that up for slow older devices like wemos. If you can't get them to connect to wifi shut down all but one access point (the closest) with that SSID name before trying again. Check the LEDs on the wemos or your router status to see whether your wemo's are connected to your wifi, and if so try not to reset them again. Often the failed to connect error during setup means they couldn't connect / find the wemo in their crappy cloud, it's not always a wifi problem. Use an aftermarket local app if possible.
